Job Summary:

The Design Quality Control Manager (DQCM) is responsible for ensuring that all design deliverables meet the technical, regulatory, and contractual requirements of the U.S. Army Corps of Engineers (USACE). The DQCM oversees the design phase quality assurance process, coordinates with the Designer of Record (DoR), and ensures that all design submittals are properly reviewed, documented, and certified prior to submission to the Government.

In this role, you will:

• Lead the development and implementation of the Design Quality Control Plan (DQCP).
• Coordinate with the DoR and design team to ensure compliance with USACE standards, UFCs, UFGS, and applicable codes (e.g., IBC, NFPA).
• Ensure integration of design with construction planning and scheduling.
• Manage internal design reviews, including discipline-specific checklists and independent technical reviews (ITR/ATR).
• Certify that all design submittals are complete, accurate, and conform to contract requirements.
• Ensure all submittals are properly formatted, bookmarked, and submitted via RMS and DrChecks.
• Maintain records of all design reviews, comment resolutions, and certifications.
• Track and respond to Government review comments in DrChecks.
• Ensure timely submission of SD-01 (Preconstruction), SD-05 (Design Data), and SD-06 (Test Reports) as required.
• Ensure all design deliverables meet the requirements of ER 1110-1-8155, ER 1110-2-1150, and EM 385-1-1.
• Oversee coordination of design with commissioning, sustainability, and facility data requirements.
• Support the integration of BIM/CIM deliverables and ensure compliance with USACE Minimum Modeling Matrix (M3).

You will be a great fit if:

• Bachelor’s degree in Architecture, Engineering, or related field.
• Professional Engineer (PE) or Registered Architect (RA) license.
• Minimum 5 years of experience in design quality control on federal or USACE projects.
• Completion of the USACE Construction Quality Management (CQM) for Contractors course. (can complete after hire)
• Experience with SpecsIntact, RMS, DrChecks, and Primavera P6 is a plus. 
• Familiarity with BIM/CIM platforms (Autodesk Revit, Civil 3D).
• Knowledge of LEED v4 BD+C or equivalent sustainability certification processes.

• Strong understanding of design-build delivery and USACE procedures.

About the Role:

This is a fully remote position. Our QA Automation team has end-to-end ownership to build a quality product. Through automation and functional testing, they validate a variety of products to offer our customers a seamless banking experience. As a Senior QA Automation Engineer, you will work directly with our product teams and will participate in application specification reviews and architectural design sessions by providing input from a quality standpoint. You will also identify testing strategies for various features and functionalities. Within your first year, you will develop an understanding of how to deliver high performing software at pace of development. What You’ll Do:

RESPONSIBILITIES

• By testing deliverables from the Engineering team through the lens of business users at varying levels of expertise, you contribute to a user-friendly experience that not only meets but exceeds customer expectations. • You will acquire and continuously update your knowledge of the product, enabling you to design test workflows and establish reusable test cases. This ensures the software’s consistent performance across updates and versions, considering the varying degrees of user familiarity and expertise
• Utilizing an in-depth knowledge of the title industry and hands-on Resware administration experience, you will craft, develop, and execute user acceptance testing scenarios that cater to both advanced users and those new to the platform. • Anticipate potential issues with new features, integrations, and bug fixes and communicate concerns to the Product Manager and/or Engineering team

• Write/update documentation based on findings from your Resware user acceptance testing work

• Prior experience in real estate and title services, especially in title closings, is essential for this role
